Texas Redistricting Showdown: Collin County Democrats Sound the Alarm

McKinney, TX (July 25, 2025) — As Texas Republicans have initiated a mid-decade congressional redistricting push, the Collin County Democratic Party has issued a forceful response, criticizing the effort as partisan mapmaking that they argue could diminish the political power of minority communities and Democratic voters.

Jeremy Sutka, Chair of the Collin County Democratic Party, stated in a press release on July 22, 2025:

“Once again, Texas Republicans have weaponized redistricting to silence growing communities of color and suppress competitive elections. Their latest attempt is a blatant power grab, designed to override the will of voters and protect partisan interests at the expense of fair representation.”

Sutka pointed to Texas’s rapid demographic growth and diversity, arguing that proposed redistricting strategies could reduce the political influence of emerging communities.

“Texas is one of the fastest-growing and most diverse states in the nation, yet the GOP’s gerrymandered districts will split our communities to minimize the impact of Democratic and minority voters. This is not governance—it’s manipulation.”

PLANC2201 Map Sparks Public Interest

A widely circulated map known as PLANC2201 has drawn intense attention on social media and in local commentary. PLANC2201 was created and submitted by a private citizen, Andrew Dugan, through the public submission portal maintained by the Texas Legislative Council. The map has piqued public interest due to its detailed visual depiction of how redistricting could dramatically reshape local congressional boundaries, potentially affecting political representation and community cohesiveness.

Documents and data associated with PLANC2201, including detailed map visuals, demographic breakdowns, and election data, are publicly available via the Capitol Data Portal. Although unofficial, the detailed proposal offers a vivid illustration of how potential boundary shifts might play out.

Implications for Texas’s 3rd Congressional District (TX-03)

Currently represented by Republican Keith Self, TX-03 encompasses fast-growing suburban Collin County communities such as McKinney, Allen, and portions of Plano and Frisco. The district has historically leaned strongly Republican, with Self securing approximately 62% of the vote in the 2024 election cycle.

PLANC2201 demonstrates several plausible redistricting scenarios:

  • Scenario 1 – Strengthened Republican Margin: Shifting Democratic-leaning suburban precincts out of TX-03 into neighboring districts, while absorbing more rural conservative areas. This move could further insulate the district from electoral competition.
  • Scenario 2 – Increased Competition: Alternatively, Republican strategists could disperse more reliably Republican voters from TX-03 into nearby competitive districts, such as TX-32 or TX-34, potentially making those districts winnable for Republicans but simultaneously reducing GOP security in TX-03.
  • Scenario 3 – Demographic and Legal Pressure: If litigation or scrutiny from the Department of Justice necessitates the preservation of minority coalition districts, Republicans may be compelled to maintain or increase the diversity within TX-03, potentially moderating its partisan balance.

Public Action and Response

Sutka and Collin County Democrats are actively urging public engagement to counteract what they perceive as inequitable redistricting. They recommend that residents submit public comments and participate in hearings, including a scheduled July 28 event at UT Arlington.

“We demand an end to racial and partisan gerrymandering that fractures our communities,” Sutka said. “Democrats in Collin County and across Texas will keep fighting for equitable maps that reflect the people—not the politicians.”

Background on Texas Redistricting

Texas last underwent congressional redistricting in 2021 following the decennial census. That cycle preserved TX-03’s Collin County base—including McKinney, Allen, and parts of Plano and Frisco—while maintaining its strong Republican lean. Keith Self won with about 60.5% of the vote in 2022 and increased that to 62% in 2024.

Given the timing and outcomes, Democratic leaders remain skeptical, saying the 2021 redistricting preserved partisan advantages even as population shifts occurred. The new mid-decade push has raised concerns about political motivations rather than adjustments driven by legal compliance or equity.

The current mid-decade redistricting effort began in July 2025 after Governor Greg Abbott included congressional redistricting in a special legislative session initially convened to address flood relief. The official reasoning cited Department of Justice concerns over alleged racial gerrymandering in the state’s 2021 maps, which led to multiple lawsuits.

As of late July 2025, no official new congressional map has been presented by the Texas legislature. Hearings are ongoing, and public interest remains high, especially given the contentious nature of Texas’s previous redistricting battles and ongoing litigation concerning voter rights.

For now, PLANC2201 serves as a compelling, albeit unofficial, window into possible outcomes, prompting public debate about how congressional boundaries might affect representation across the state.

  1. Texas does not need hateful representatives in congress. Thank you Governor Abbott! 6.4 million votes last November should bring additional GOP seats in congress from Texas in 2026.

Looks like from the early proposed map above TXCD32 Julie Johnson is in trouble for the ’26 race. Not even a full year in office Ms. Johnson has been a controversial and unabashed radical left-wing lunatic who now faces a substantially different electoral map. No doubt punishment for her miserable start in Washington DC contributing to a lack of decorum in the Capitol.

Julie Johnson was responsible for misleading comments instigating voters with ‘Heir Goebbels’ comments over testimony from Nina Jankowicz who was appointed by Joe Biden and Mayorkas in March 2022 served for 11 days or weeks until fired and the position was shut down.
