Allen Mayor-Elect Chris Schulmeister Outlines Priorities for City

ALLEN — Allen Mayor-elect Chris Schulmeister says the city is entering a new phase, one where infrastructure, reinvestment, and neighborhood stability are beginning to take priority over large-scale growth.

Among his top priorities during his first 100 days: revisiting Allen’s 2045 Comprehensive Plan, reviewing the Downtown Revitalization Plan, and preparing for the upcoming Fiscal Year 2026-2027 budget process.

In written responses to TX3DNews, Schulmeister said both planning documents deserve another look as the city approaches buildout and transitions into its next stage of growth.

“City Council members have changed and there have been staff changes since we created these plans and I think it is important that we revisit and revise, as necessary,” Schulmeister wrote. “I also want to reengage the community in this process.”

Allen Nearing a Different Stage of Growth

Much of Schulmeister’s response focused on how Allen’s priorities are changing as available land and large development opportunities become more limited.

“For Allen, infrastructure demands and neighborhood integrity are more pressing than managing growth,” he wrote. “Our city is moving to a new life cycle phase because we are near build out.”

He contrasted Allen’s position with the rapid growth still taking place in other parts of Collin County.

“No longer are we a rapid growth city like you see today in northern cities of Collin County.”

Allen’s 2045 Comprehensive Plan addresses issues including transportation, housing, redevelopment, land use, economic development, and reinvestment across the city.

“Fortunately, we have been planning for this change,” Schulmeister wrote. “Our 2045 Comprehensive Plan has set the stage for the next chapter of Allen’s success story by addressing future land use, housing, transportation, neighborhood integrity and reinvestment and economic development, while restoring the quality of life Allen businesses and residents care about.”

While development opportunities still exist along the SH 121 corridor, Schulmeister indicated much of the city’s future attention will likely shift toward reinvestment and maintaining existing parts of the city.

Budget and Tax Planning Ahead

Schulmeister also identified budget planning as one of the city council’s most important responsibilities.

“Preparation is critical to how effective we are in establishing the budget and tax rate,” he wrote. “I consider it one of the most important jobs we do as council members.”

Allen’s annual budget process typically includes discussions surrounding infrastructure projects, staffing, operational costs, city services, and long-term capital improvements.

On taxes and spending, Schulmeister described Allen’s approach as financially disciplined while continuing to maintain service levels residents expect.

“Allen’s growth over the past three decades has brought new opportunities, new challenges, and an increasingly diverse community whose interests and expectations of the city continue to evolve,” he wrote.

“We have had a history of success balancing the level of services to meet the needs of all our residents.”

He also pointed to Allen’s lower city tax rate compared to many surrounding North Texas communities.

“Council and staff will continue to work together, as they have in the past, following a disciplined and financially sound approach to spending that keeps Allen among the most affordable cities to live in with one of the lowest city tax rates in North Texas.”

Preparing to Take Office

Before formally taking office, Schulmeister plans to meet individually with council members and the current mayor to discuss priorities and opportunities facing the city.

“I learned during my time on Council that while many of us share the same priorities, there are differences,” he wrote. “I will incorporate input and suggestions I heard from residents while campaigning.”

Schulmeister previously served on Allen City Council before running for mayor.

He also emphasized continuity and working relationships with current city leadership and staff.

“I will also be working alongside a talented city council and city staff,” he wrote. “We all have successfully worked together in the past. I look forward to working with them again and am anxious to get started.”

A Message to Residents Across Allen

Schulmeister closed his responses with a message directed toward residents who may not have supported his campaign.

“During my years of service in this community, building relationships and engaging with people has always been important to me and that will continue,” he wrote.

“Everyone is welcome to participate in shaping our city, so I encourage everyone to share their ideas and concerns. While we may have some differences of opinion, that is not a bad thing. I just ask that people be respectful of one another.”

Schulmeister also said he wants residents and businesses across the city to feel proud to call Allen home.

“I sincerely want every business and resident to thrive and be proud to call Allen home,” he wrote. “I have a great deal of faith in the people of Allen.”

Schulmeister is expected to officially take office following certification of the election results.
